MoU Between ELMU and UPN “Veteran” Yogyakarta Strengthens Regional Academic Network

SEREMBAN, Aug 7: Enforcement Leadership and Management University (ELMU) is confident that the Memorandum of Understanding (MoU) signed with Universitas Pembangunan Nasional “Veteran” Yogyakarta (UPNVY), Indonesia, will expand international educational networks between Malaysia and Indonesia.

ELMU’s Vice Chancellor, Professor Datuk Dr. Kassim Noor Mohamed, stated that the MoU symbolises shared values, common academic aspirations and efforts to strengthen ties between the people of Malaysia and Indonesia.

“ELMU is truly honoured to establish collaboration with a prestigious institution such as UPNVY. Although ELMU is a relatively young university, it is founded by experienced veterans who are firmly rooted in values of integrity and transformation.

“Through this collaboration, ELMU and UPNVY will undertake joint research, academic publications, student and lecturer exchange programmes, as well as regional workshops and conferences, particularly in the areas of investigative sciences, soil science, sustainable development and public governance,” he said in a statement released from ELMU’s campus in Bandar Enstek, here today.

The MoU was signed by Datuk Dr. Kassim and the Rector of UPNVY, Prof. Dr. Mohamad Irhas Effendi at the UPNVY Rectorate Building in Yokyakarta today.

Also present with the ELMU delegation were Prof. Dr. Pakhriazad Hassan Zaki, Dean of the School of Investigative Sciences, and Shiz Kassim, Vice President of Group Marketing and Communications.

Datuk Dr. Kassim also emphasised the importance of the MoU in empowering ELMU’s role as a pioneering institution in leadership and enforcement education, aligning with Malaysia’s aspirations as the Chair of ASEAN 2025 to strengthen regional strategic integration.

“This cooperation goes beyond borders and is founded on the spirit of shared responsibility, transparency and ASEAN unity. Through this MoU, ELMU can strengthen its position as a strategic knowledge partner committed to regional transformation, in line with ethical education, the Sustainable Development Goals (SDGs), and innovation in governance in Southeast Asia,” he added.

Meanwhile, Prof. Dr. Mohamad Irhas, in his welcoming address said, the signing of the MoU is a historic moment marking the beginning of a strong relationship between UPNVY and ELMU.

“We are confident that this collaboration will bring significant positive impact to both institutions, particularly in realizing the Tri Dharma Perguruan Tinggi (Three Pillars of Higher Education) which include education, research and community service,” he said.

He also expressed hope that the signing would not just remain on paper, but would be followed by concrete actions through the implementation of planned programs.

“I believe that with a spirit of togetherness and mutual benefit, we can realise various planned activities that will bring tangible benefits to students, lecturers and the community,” he added.
