SINGAPORE, Oct 8 (Bernama) — Malaysian death-row inmate Pannir Selvam Pranthaman, 38, was executed in Singapore on Wednesday, the republic’s Central Narcotics Bureau (CNB) has confirmed.
“The capital sentence of death imposed on Pannir Selvam A/L Pranthaman was carried out on 8 October 2025,” CNB said in a statement.
The Singapore Court of Appeal on Tuesday dismissed his application for a stay of execution.
CNB said that Pannir Selvam was accorded full due process under the law, and was represented by legal counsel during the trial and appeal.
Pannir Selvam was convicted by the High Court on May 2, 2017, of importing not less than 51.84g of diamorphine into Singapore on Sept 3, 2014, and was sentenced to the mandatory death penalty.
Under the Misuse of Drugs Act (MDA), the death penalty applies if the amount of diamorphine trafficked exceeds 15g.
He appealed against his conviction and sentence, but the Court of Appeal dismissed his appeal on Feb 9, 2018.
According to CNB, following the dismissal of his appeal, Pannir was involved in 11 post-appeal applications, seven of which were joint applications with other prisoners awaiting capital punishment.
“All of these applications have been dismissed or resolved,” the agency added.
Pannir Selvam was granted a stay of execution on two occasions. The first was in May 2019, on the grounds that he intended to challenge the rejection of his clemency petition.
The second stay was granted in February 2025, pending the determination of a post-appeal application for a stay of execution, which was subsequently rejected on Sept 5.
In his final legal bid, Pannir Selvam filed an application through his counsel, Too Xing Ji, on Monday seeking a stay of execution.
Judge of the Appellate Division, Justice Woo Bih Li, in a written judgment on Tuesday, said there was no basis to grant the stay and therefore dismissed the application summarily, without the need for an oral hearing, pursuant to Section 60G(8) of the Supreme Court of Judicature Act (SCJA).
This was the second execution of a Malaysian in the republic within the span of two weeks, following the execution of K. Datchinamurthy on Sept 25.
Two other Malaysians were also executed for drug-related offences in July this year.
