
SUBANG JAYA, Nov 8: Residents of SS14 here today staged a peaceful protest against a proposed flyover in their area and issued a statement following the protest.
The statement issued by CAREs (Concerned and Affected Residents), said most residents living “in this quiet Subang Jaya neighbourhood, with a large senior citizen population, were strongly objecting” to the flyover that would connect Sunway Jalan Lagoon Selatan to the Subang Kelana-Link.
The CAREs group was formed in December 2023 to oppose the project, which they believe will cause more traffic congestion and negatively impact their community.
The flyover, a RM100 million project financed by a developer, is slated to be built along a narrow stretch of Persiaran Kewajipan. While proponents claim it won’t affect SS14, CAREs argues the project is ill-conceived and will worsen the already congested area.
From the beginning, CAREs has faced significant challenges. They were said to have been threatened with the cancellation of other SS14 projects if they objected, and their requests for information on the flyover were repeatedly denied.
CAREs requires more transparency and proper engagement from the project’s proponents and the local council, Majlis Bandaraya Subang Jaya (MBSJ). Despite three previous presentations where CAREs highlighted weaknesses in the plans and proposed alternative solutions, they have been consistently “given the run around.”
They claim they were assured their concerns would be considered before any approval, but this has not happened. A major point of contention arose in November 2024 when MBSJ revealed that the project,despite its scale, does not require a Development Order (DO) or KM.
This disclosure raised serious concerns for CAREs, who have requested for more clarifications from MBSJ on this matter, as well as on the refusal to share the Traffic Impact Assessment (TIA) for review and the non-requirement of an Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA).
Fearing that the flyover will be approved without sufficient transparency, CAREs is demanding that the proponents and MBSJ make all relevant documents—including the flyover design plans, TIA, SIA, and EIA—available for public review. They are requesting an official Townhall meeting in SS14 so that all residents have an opportunity to be heard, as they believe they are entitled to under The Town and Country Planning Act 1976.
The group noted that it was only after they sought assistance from Subang Member of Parliament, Wong Chen in August 2025 that some information was finally shared, after being denied for over two years.
“CAREs emphasizes that they are not against economic development but believe that development projects should benefit everyone. They suggest that MBSJ should propose a more holistic traffic management plan for all of Subang Jaya, rather than one that favors a single entity. The residents’ protest is a clear message to all proponents, i.e. the developer, MBSJ, and local council representatives to engage with the community and provide full disclosure before any decision is made,” the statement said.
The protest comes alongside an online petition that has gathered 2,018 signatures and the placement of protest banners in the neighborhood. The flyover must be proven to meet all technical specifications and comply with relevant acts and guidelines, the statement added.
